Biography

Assistant Commissioner Julian Lethaine Davis-Buckle hails from the central parish of Manchester in Jamaica.  Born September 10, 1976 and is the first of two (2) children for her mother, a single parent.

Education started at Hope Village Prep school in Williamsfield and later transitioned to Belfield Primary, where she spent two years before going on to Christiana Leased Primary. There she was successful in the Common Entrance Examinations earning a place at Knox College. In high school she was a track star and excelled in netball which earned her selection to the national program.  

Having completed high school, she was enrolled in the Bethlehem Extension College to further qualify herself for a career in teaching with her eyes on becoming a physical education practitioner. However, while on that journey, fate intervened and the opportunity to serve her country in another capacity – the Jamaica Fire Brigade presented itself.   She was among 120 recruits enrolled for training in September 1995. She persevered and on December 17, 1995 graduated and became an enlisted firefighter to the Jamaica Fire Brigade.  

Determined to succeed in the male-dominating workforce, she embarked on self-development programs starting with an Information Technology course then to supervisory management. She continue to hunger and over the years, excelled earning numerous certificates in Fire Science, Leadership and Management. She holds an Associate Degree in Human Resource Management, a Bachelor’s Degree in Business Administration, Post Graduate Diploma in Public Sector Senior Management and a Public Administration Masters in Disaster and Emergency Management where she completed as the valedictorian with a 4.0 GPA. She is a graduate of the Fire Service College in England where she studied Divisional Command and is currently pursuing a Bachelor of Law degree with the University of London. 

It has been an enriching journey that saw her in 1999 receiving the first promotion to Lance Corporal, which she describes as one of her proudest career moments. Over the years, subsequent promotions were earned steadily: 2003 Corporal, 2005 Sergeant, 2006 District Officer, 2008 Assistant Superintendent, 2010 Deputy Superintendent, 2014 Senior Deputy Superintendent, 2019 Superintendent and 2021 Assistant Commissioner.  Now having Operational and Administrative oversight responsibility for Area II which consist the parishes of Trelawny, St. Ann, St. Marry and Portland.

She engages in voluntary social clubs such as the Jamaica Red Cross and the 4H movement. She is also the founding president of the Kiwanis club of JFB Kingston. A commissioned Justice of the Peace for Jamaica and the recipient of the National Badge of Honour for Meritorious Service.  She was the 2022 recipient of the International Women’s Award for the category of “Woman of Courage” held in Canada. 

Though swamped with significant public and career responsibilities she continues to balance her life being married since 2002 to Berthel Blondell Buckle in a union that has produced two children, Shane and Shanoya. 

She is a transformational leader who operates from the core values of: Resilience, Transparency, Fairness and Flexibility.

Asked about her formula for success she hastens to boldly say – “PUSH”: Perseverance, Unselfishness, Self-confidence and Humility: with a daily reminder of Philippians 4 v 13: I can do all things through Christ who strengthens me.
