Julian Davis-Buckle

Assistant Commissioner, Jamaica Fire Brigade, JP, MPA, LLB, BSc. EPP. BH(M)

An enriching career that started on December 17, 1995. After four (4) years she received her first promotion to Lance Corporal, which she described as one of the proudest moments of her career. She ascended to every stage of the promotional pyramid steadily: 2003 Corporal, 2005 Sergeant, 2006 District Officer, 2008 Assistant Superintendent, 2010 Deputy Superintendent, 2014 Senior Deputy Superintendent, 2019 Superintendent and 2021 Assistant Commissioner.  She currently has Operational and Administrative oversight responsibilities for Area II which consist the parishes of Trelawny, St. Ann, St. Mary and Portland. With three-decade of extensive experience and exposure spanning all the arms of the organization she acted as Deputy Commissioner of the Fire and Rescue Operation and Fire Safety, Investigation, and Prevention.

Determined to succeed in the male-dominating workforce, she embarked on self-development programs starting with an Information Technology course then to supervisory management. Her professional development continued as she excelled earning numerous certificates in Fire Science, Leadership and Management. She was enrolled at the Management Institute for National Development (MIND) where she earned an Associate Degree in Human Resource Management, and a Post Graduate Diploma in Public Sector Senior Management. She attained a Bachelor’s Degree in Business Administration (BSc) from the University of the Commonwealth (UCC), and from the Metropolitan College of New York, a Masters in Public Administration (MPA), majored in Disaster and Emergency Management where she completed as the valedictorian with a 4.0 GPA. She is a graduate of the Fire Service College in England where she studied Divisional Command. Her latest academic accomplishment came in 2024 when she earned a Bachelor of Law degree (LLB) with the University of London (UOL).

She boast many firsts in the Jamaica Fire Brigade, among them: the first female to ride the fire unit in Manchester, the first female officer for Manchester, the first female Divisional Commander for the parishes of Clarendon, St. Catherine and Kingston and St. Andrew, the first appointed female Superintendent in the history of the Fire Service in Jamaica.

She engages in voluntary social clubs such as the Jamaica Red Cross and the 4H movement. She is also the founding president of the Kiwanis club of JFB Kingston. A commissioned Justice of the Peace for Jamaica and the recipient of the National Badge of Honour for Meritorious Service and the Queens Diamond Jubilee award.  She was the 2022 recipient of the International Women’s Award for the category of “Woman of Courage”.  Assistant Commissioner Julian Davis-Buckle, though swamped with significant public and career responsibilities she continues to balance her family life being married since 2002 with two children.

She is a transformational leader who operates from the core values of: Resilience, Transparency, Fairness and Flexibility, with a daily reminder of Philippians 4 v 13: I can do all things through Christ who strengthens me.
